The ordinal form of bat (“one”) is lehen (“first”), not *batgarren. However, in compound numbers ending in bat, the suffix is regularly applied. For example, the ordinal form of hogeita bat (“twenty-one”) is hogeita batgarren (“twenty-first”), and not *hogeita lehen.
