This is often a dismissive response said to poke fun at the person for sounding clueless.
The response can be replaced by any words that start with ha like halaman (“plant”).
A method for other question words, such as saan (“where”) or ano (“what”), would be to find a word that has a similar first syllable of the question word, such as sandok (“ladle”), or Anonas in areas where the surname or place is known.
