Usage of Neger has been declining since the 1950s. The word may still be used in a positive way by a small portion of the population, chiefly those born before 1950, but usually it has at least a mildly derogatory tone to it. Using Neger to address a black stranger is always highly offensive. In modern public speech the word as such is considered discriminatory and derogatory, and is therefore avoided, except by the far right.
