(appeal): In the Finnish legal system, a decision concerning an individual's rights and obligations may be subject to two kinds of concepts termed appeal in English: oikaisuvaatimus, which is filed with the original decision-maker that is not a court, and valitus (“complaint, appeal”), which may be filed only with a court and only after the oikaisuvaatimus has been processed. The umbrella term for the two is muutoksenhaku.
