Perhaps related to Oscan 𐌕𐌞𐌅𐌕𐌞 (túvtú), Umbrian 𐌕𐌏𐌕𐌀𐌌 (totam, “tribe”, acc.), from Proto-Italic *toutā (“people; populace, citizenship”), from Proto-Indo-European *tewtéh₂ (“people”).
