In addition to using tehokas for both, effective could be translated as vaikuttava, tehoava, toimiva or tuloksia tuottava (“which produces results”), while efficient may be described with terms like säästäväinen (“prudent, frugal, thrifty”) and taloudellinen (“economical”).
