According to Kroonen from Proto-Germanic *tabjaną, from Proto-Indo-European *dobʰéyeti, from the root *debʰ-, which is traditionally reconstructed as *dʰebʰ- (“to harm”). Compare Sanskrit द॒भ्नोति॑ (dabhnóti, “to deceive”).
Within Germanic further related to Icelandic töf (“delay”), Middle Low German tōven (“to wait, hesitate, halt”), Dutch toeven.
