Unknown. The 国(こく)字(じ)の字(じ)典(てん) (Kokuji no jiten) mentions it as a kokuji, a personal name and a ligature of 䨺(たい) (tai, “clouds”) and 龘(とう) (tō, “dragon flying”). However, the character has never been confirmed to have been actually used as a name.
