From Proto-Finnic *säätädäk (compare Estonian seadma, Livonian sǟdõ, Veps säta), equivalent to sää (“fiber, thread, strand”) (obsolete) + -tää (compare säie).

The verb säätää connotes the whole process starting from the submission of the original legislative motion up to the final vote by which the Parliament approves the motion on enacting an Act.
