In English, the equivalents of this term are rarely used, even so that many dictionaries do not list them at all.
A quite common use for promille in Finnish is to refer to blood alcohol content (BAC), e.g. 1 ‰ (promille(a)), equal to 0.1% (e.g. US) or 100 mg% (e.g. UK).
