a place with multiple connected rooms that can act as a complete unit in some respect, whether residential, commercial, etc.; a suite of rooms, a set of rooms, etc.
apartment, flat (complete domicile occupying only part of a building)
Synonyms: asuinhuoneisto (full term), asunto (most common)

There is no single English translation for huoneisto. The correct translation therefore often depends on the context; there are even cases where it is simply translated as "rooms" in the plural.
All of the rooms in a building could technically be called a huoneisto, but the term usually refers to parts of a building (with more than one huoneisto), e.g. apartments in an apartment building or rentable office spaces in an office building.
