Borrowed from Middle Low German fummelen, fimmelen, perhaps ultimately imitative of fumbling. Or, from Proto-Indo-European *pal- (“to shake, swing”), see also Latin palpo (“I pat, touch softly”), and possibly Proto-Germanic *fōlijaną (“to feel”).
Cognate with English fumble.
