(law) An activity in which the participants pay a fee and by that obtain a partially or fully random possibility to win a prize of monetary value.

The legal definition is understood broadly and it covers some activities which are not called arpajaiset in common language such as vedonlyönti (“betting”) and rahapelit (“gambling”).
