Apparently a wordplay calque of German Walddeutsche (“Forest Germans”). The Polish word Niemcy (“Germans”) comes from a word meaning "mute ones; ones who cannot speak (a Slavic language)", so in calquing the German word Walddeutsche (“Forest Germans”), the Poles used głuchy (“deaf”) rather than głusz (“wood”) to create a compound meaning "deaf-mutes".
