Uncertain. Inherited from Ottoman Turkish چترهفیل (çetrefil, “speaking a language with difficulty or incorrectly; the Turkish dialect spoken by many peoples of Turkey in Europe”). Nişanyan compares the term to çat pat, çatra patra, both idioms that express speaking a language incorrectly or incompletely.
